Handling Condor upgrades of pools with nested DAGs should be  
considered carefully.

Note, ticket [condor-admin #18816] has already covered the case of non- 
nested DAGs.

Kent Wenger has been thinking about this problem and writes:

As some background on this, we can't lazily create the .condor.sub  
files until we can lazily evaluate the log files.  That's something  
that I'm
working on as kind of a background task.  I don't know if that will  
make 7.3.0, but it should at least make 7.3.1.  Just by itself it will  
gain
you a lot, such as reducing problems with running out of file  
descriptors.

I was on vacation last week, so I'm just seeing this ticket now.

We're in the process of switching to git trac, and because of that I'll 
probably create a corresponding item there rather than in Gnats.
