It appears that the 7.0.0 startd attempts to access the PVM starter even
though the release notes indicate PVM support has been dropped, e.g.,

Stuart:

The startd iterates over starters listed in the STARTER_LIST config file 
entry.  The pvm starter was listed in this entry pre 7.0, but I think we 
removed it, along with the rest of pvm support.  Are you using your old 
condor config file?  If so, you can remove the pvm starter from the 
STARTER_LIST, and this error should go away.

Let me know if this doesn't work,
