Subject: LIGO: condor_q analyze support for Local Universe

It appears that condor_q -analyze (and -better-analyze) do not support
the Local Universe, at least in version 6.8.5,

I tried running this command to figure out why this job was Idle.
If there is any useful information that can be easily obtained
