Subject: LIGO handling large Condor log output

It would be useful when debugging condor with D_FULLDEBUG, or other high
output debugging levels, if condor would be able to keep more than 2+2GByte
of log output before overwriting old entries. One solution would be to add
the same functionality as MAX_HISTORY_ROTATIONS to the daemon log files.

This is currently not an important issue for LIGO, but should it become
necessary to provide D_FULLDEBUG SCHEDD logs again it would be helpful
to be able to look back further than ~2 hours.
